In a report released on January 29, 2026, the Ordre des ingénieurs du Québec (OIQ) presents concrete proposals to sustainably transform the maintenance of public infrastructure, drawing on the work of CIRANO.
In Crise des infrastructures, agir maintenant pour éviter la fracture de demain, the OIQ cites a recent CIRANO report showing that from 2015 to 2023, investments allocated to new provincial infrastructure projects grew twice as fast (+110%) as those dedicated to maintenance (+50%). The OIQ highlights the conclusions of CIRANO experts that the investments planned for maintenance are unlikely to be sufficient to address the rapidly increasing asset maintenance deficit (AMD).
Drawing lessons from other CIRANO studies, the OIQ recommends that the government encourage research and development and innovative solutions in order to extend the useful life of infrastructure and improve its environmental performance.
CIRANO Fellows Marcelin Joanis (Université de Montréal) and Michel Magnan (Université Concordia) served on the OIQ Advisory Committee on the State of Public Infrastructure.
