Three CIRANO members — Thierry Warin, Professor in the Department of International Business at HEC Montréal, Frédéric Marty, researcher at CNRS and affiliated with the University of Nice Sophia-Antipolis, and Nathalie de Marcellis-Warin, President and CEO of CIRANO and Professor at Polytechnique Montréal — have co-authored an article entitled “Réglementer l’intelligence artificielle sur la base des risques. Perspectives économiques et éthiques”, published in Revue économique (Volume 76, Issue 1, 2025).
In this article, the authors propose a differentiated risk-based framework for regulating artificial intelligence (AI), which allows regulatory requirements to be proportionate to the level of risk posed by each application. This approach seeks to promote a responsible governance model that safeguards individuals while supporting technological advancement.
The article explores key economic implications of such a regulatory approach, as well as ethical challenges related to accountability, fairness and social acceptability. It contributes to an interdisciplinary reflection on how to design adaptive and forward-looking AI governance.
