Researcher and CIRANO Fellow since 1998, M. Martin Boyer is a Full Professor in the Department of Finance AT HEC Montréal. He is also holder of the Power Corporation of Canada Research Chair in Insurance and Pension Plans.

Holding a Ph.D. in Risk Management and Insurance from the Wharton School of the University of Pennsylvania, his main research interests are insurance, risk management, consumer behaviour in the face of uncertainty, information management and corporate finance.

M. Martin Boyer has published numerous articles, both empirical and theoretical, on a wide range of insurance topics such as directors' and officers' liability insurance, insurance fraud, pension plan longevity risk, underwriting cycles (or lack thereof), reinsurance and catastrophe risk protection. He has also co-authored numerous case studies in finance and financial economics. The Bank of Canada, the Casualty Actuarial Society, the Quarterly Journal of Finance, HEC Montréal, and the American Risk and Insurance Association have all recognized M. Martin Boyer 's research contributions to the field of insurance and risk management.

M. Martin Boyer has been a member of the Board of the Northern Finance Association, of which he was also Acting President in 2006, of the Canadian Society for Economic Science, of the HEC Montréal Pension Plan, and of Pleiades Capital. He has been a visiting professor at the University of British Columbia, the University of New South Wales, the University of Toronto and Cornell University.

Colin Busby is a research director at the Institute for Research on Public Policy (IRPP). Before joining the IRPP, he was the associate director of research at the C.D. Howe Institute. He has also worked at Industry Canada and the United Nations Industrial Development Organization. While he writes broadly on economic issues, his emphasis is on fiscal and social policy. He has authored, co-authored or directed many peer-reviewed papers,  chapters in academic publications, and op-eds for the Globe and Mail, the National Post and the Toronto Star. He has been invited to federal House and Senate committees to speak on a range of economic issues. Colin holds a BComm from the University of Alberta and an MA in economics from the University of Ottawa.

Nicholas-James Clavet is Director of Modelling at the Research Chair in Intergenerational Economics.

Nicholas-James holds a PhD in economics from Université Laval. Over the years, he has collaborated with the Chair team on several occasions, notably as co-author of several working papers and certain tools in the mid-2010s. His last role before joining the CREEi team was that of social development consultant at Retraite Québec.

His modelling skills as well as his experience and knowledge of the Canadian and Quebec retirement systems are assets that will allow him to contribute significantly to the advancement of CREEi research projects.

A CIRANO Researcher and Fellow since 2003, Nathalie de Marcellis-Warin has been President and Chief Executive Officer of CIRANO since 2016, has been leading the Baromètre CIRANO project on risk perception in Quebec, which annually collects data on Quebecers' concerns on 47 social issues since 2011, is responsible of the CIRANO Pole on the Socio-economic Impacts of Digital Intelligence and Main Researcher of the theme Innovation and Digital Transformation. Nathalie de Marcellis-Warin is Full Professor in the Department of Mathematics and Industrial Engineering at Polytechnique Montréal. She is also a Visiting Scientist at Harvard T. Chan School of Public Health and an associate researcher at the Institute for Data Valorization (IVADO).

Holding a Ph.D. in Management Science (in risks and insurance management) from École normale supérieure de Cachan, her research interests focus on risk management and decision-making in different risks and uncertainty contexts as well as public policies. Her research combines economic analysis, cost-benefit analysis, survey data analysis, and more recently massive unstructured data analysis.

In 2008 she created the RISQH network to raise awareness and share experiences on risks management, and patient safety and quality of care in health care facilities.

She participated in the creation of the Montreal Declaration for a Responsible Development of AI.

She is also co-PI of the "Monitoring and Surveys" function at the International Observatory on the Societal Impacts of AI and Digital Technology.

She has published numerous scientific articles, several books and more than 30 reports for government and other organizations. She has given more than a hundred conferences and is regularly solicited to speak in the media.

Alain Dubuc is, since 2019, an associate professor at HEC Montréal, where he is notably an advisor to the Institut du Québec. He was a columnist at La Presse until 2018, after having been president and publisher of the daily newspaper Le Soleil in Quebec City from 2001 to 2004. He previously served as chief editorialist at La Presse from 1988 and as financial columnist at the same newspaper from 1981 to 1988. He obtained a bachelor's degree and a master's degree in economics from the Université de Montréal. A renowned lecturer, he has received several distinctions throughout his career, including Officer of the Order of Canada and winner of the 1999 Canadian Journalism Awards in the editorial category.

CIRANO Fellow and Researcher since 2004, Luc Godbout is a full professor in the Department of Taxation at Université de Sherbrooke. He also holds the Research Chair in Taxation and Public Finance at the Université de Sherbrooke.

He holds a PhD in public law from Université Aix-Marseille III, and has a keen interest in comparative taxation. His recent research has focused on the tax structure in determining economic growth, the impact of population aging on public finances, and the financing of public pension plans.

His expertise has led him to advise the Quebec government, both on the Comité d'experts sur l'avenir du système de retraite and, more recently, on the Commission d'examen sur la fiscalité québécoise, which he chaired.

A CIRANO Researcher since 2020, Réjean Hébert is Associate Professor in the Department of Management, Evaluation and Health Policy at the École de santé publique de l'Université de Montréal.

In 2023, Dr. Hébert was appointed as Officer to the Order of Canada for championing the autonomy of senior citizens through his acclaimed research and policy work in the field of gerontology.

Holder of a Medical Doctorate (M.D.) with a specialty in geriatrics from the Université de Sherbrooke and a master's degree in epidemiology from the University of Cambridge, he is interested in public policy, the organization of health services in the context of chronic diseases, including front-line services and the integration of services, as well as patient engagement.

Réjean Hébert was the first Scientific Director of the Institute of Aging of the Canadian Institutes of Health Research, after creating the Research Centre on Aging of the Institut universitaire de gériatrie de Sherbrooke, which he headed until 2001. He served as Dean of the Faculty of Medicine and Health Sciences at the Université de Sherbrooke from January 2004 to September 2010.

He was elected Member of Parliament in September 2012 and appointed Minister of Health and Social Services and Seniors the same year. He was also appointed Minister responsible for the Estrie region.

He has carried out work that has had a significant impact on the health service for seniors. He is involved in defining public policies for seniors and caregivers.

Dr. Hébert is a member of the Canadian Academy of Health Sciences (2005).

A CIRANO Researcher and Fellow since 2012, Marie-Louise Leroux is Associate Professor in the Department of Economics at the École des sciences de la gestion of the Université du Québec à Montréal. She is also a member of the editorial board of the Public Finance Review and of The Geneva Papers on Risk and Insurance - Issues and Practices.

Holding a Ph.D. in Economics from the Toulouse School of Economics, her research interests are public economics, political economics, health economics and economics of aging.

From 2007 untill 2011, she was Post-Doctoral Student in Economics at the Center for Operations Research and Econometrics (CORE), University of Louvain.

A CIRANO Researcher and Fellow since 2015, Dr. Patrik Marier is Professor in the Department of Political Science at Concordia University. He is also is the Scientific Director of the Centre de recherche et d’expertise en gérontologie sociale (CREGÉS), lead researcher for the FRQSC Team Aging, Social Exclusion, and Solidarity (VIES), and a regular member of the Centre for Research on Aging - engAGE (Concordia University).

Holding a Ph.D. in Political Science from the University of Pittsburgh, his research interests are public policy and administration, social policies and services for seniors, pension reforms, social inclusion/exclusion, impacts of demographic aging and comparative research.

He held a Canada Research Chair in Comparative Public Policy between 2005 and 2015 and a Concordia University Research Chair in Aging and Public Policy between 2015-2020.

His public policy research has been published in several international journals including Governance, Journal of European Public Policy, American Journal of Political Science and West European Politics.

Patrik Marier is also the author of Pension Politics: Consensus and Social Conflict in Ageing Societies (Routledge).

Pauline Marois served as Premier of Quebec from 2012 to 2014. First elected as a Member of Parliament in 1981, she has held numerous ministerial positions over the years, including Status of Women, Labour and Income Security, Health and Social Services, Economy and Finance, and Research, Industry and Commerce. Since her return to private life, Ms. Marois has been involved in a number of research projects on public policy development in Quebec and has led workshops and conferences on the role and commitment of women. Ms. Marois holds a degree in social work from Laval University and an MBA from HEC Montréal.

CIRANO Researcher and Fellow since 2012, Vice-President Strategy and Government Relations and Principal Researcher of the Health theme, Pierre-Carl Michaud is a full professor in the Department of Applied Economics at HEC Montréal. He also holds the Jacques-Parizeau Research Chair in Economic Policy and is Scientific Director of the Institute for Retirement and Savings at HEC Montréal.

Holder of a PhD in economics from CentER, Tilburg University, his research focuses on household and public finances and policy evaluation, with an emphasis on the economic consequences of demographic change.

His work has been funded by numerous organisations and his research has been published in leading academic journals. He has received several prizes and awards for his research, including the Marcel-Dagenais Prize (SCSE) and the Esdras-Minville Prize (HEC Montréal). He is a member of the Royal Society of Canada's College of New Researchers and was awarded the Coronation Medal of King Charles III.

Bernard Morency is Associate Professor at HEC Montréal, where he is a member of the Institute on Retirement and Savings; a member of the Board of Directors of Desjardins General Insurance Group, Laval University and the International Center for Pension Management; and a Fellow of the Canadian Institute of Actuaries. Having served as a member of the committee of experts on the future of the Quebec pension system, he worked for nine years at the Caisse de dépôt et placement du Québec where he held the position of Senior Vice-President, Depositors, Strategy and Chief Operating Officer. Prior to that, Mr. Morency worked at Mercer for more than 30 years, holding various leadership and management positions. He holds a degree in Actuarial Science from Université Laval.
